At first I thought she was describing an area on her body but now I think she was referring to somewhere else.

She was scared to see how much of the oceans that don’t have laws and are outside of any national jurisdiction. I think all lawyers should be sent to live on the high seas.

Attorney has not visited the area she discusses, but she is concerned that there aren’t laws over the high seas and takes study as fact. She says we need laws over the high seas restricting fishing (which should not be a freedom), control ships and know where they are at all times, etc. She wants regimes created to control the seas.
